-The absolute best school I know of is Art Center, California. Brooks Institute, RIT, NYU and the New School NY are all excellent for photography as well. Pretty much everyone that graduates from Art Center works and _many_ are at the top of the profession.

-You don't say what you want out of a photo school. Photojournalism? Fine art? Product photo? Different schools have different areas of expertise, and philosophy. Art Center School in L. A. is fine if you want to go into commercial photo, if you're more interested in technical I'd choose R.I.T. if art's what you're after, I'd look into U of N.M. , Art Institute of Chi, Cal Arts in Valencia.
